The Foundation for SMURD is a non-governmental organization, private legal entity, non-profit, non-political, and independent of any other institution or person, either of Romanian or foreign nature, which was established in 2006. Its aim is to support the activity performed by SMURD (Mobile Emergency Service for Resuscitation and Extrication) through specific means of non-governmental field, namely implementation of specific projects and programs.

In accordance with the by-law of the Foundation, its goal is to improve the quality of life of the people which live and work in Romania by supporting the development of the medical and technical integrated system of emergency and first aid.

The Foundation for SMURD promotes transparency and professionalism, supports the establishment of a strong integrated system for medical assistance, techniques of emergency and first aid through durable partnerships between competent institutions, such as Ministry of Internal Affairs, General Inspectorate for Emergency Situations and General Inspectorate of Air Force, respectively, Ministry of Public Health, local public administrations.

Thus, the Foundation for SMURD supports, via its developed projects, the activity conducted by the Mobile Emergency Service for Resuscitation and Extrication (SMURD), and develops the institutional capacity of the emergency response services in Romania as well as at the international level.

In order to fulfil its mission, the Foundation for SMURD conducts or supports different activities, such as:

1. Contribution to the development of policies related to emergency preparedness, disaster management, medical emergencies and collaboration among the different institutional actors involved in emergency field at different level (both local and national) for integrated coordinated response in emergency situations

2. Support the health, social, and fire-fighter services, including but not limited to educational services, development of the integrated services of emergency medicine and first aid and development of disaster and emergency management system, setting up mobile units of emergency and first aid.

3. Cooperates and coordinate its activity with other civil society actors as well as public administrative authorities, including but not limited to Ministry of Internal Affairs, General Inspectorate for Emergency Situations and General Inspectorate of Air Force, respectively, Ministry of Public Health, local public administrations.

4. Raise awareness in population as well as public authorities in subjects such as emergency issues, first aid, disaster management, disaster preparedness.

The financial funds, needed by the Foundation to run, come from redirecting 2% of the income tax by individuals, redirecting 20% of the profit tax by companies, donations and sponsorships, projects won following open competitions and financed by national and international funds.
