The University of Malta traces its origins to the founding of the Collegium Melitense in 1592. It is today the highest educational institution in Malta, publicly funded and comprises 14 faculties attracting students from over 80 countries.

The Faculty of Media & Knowledge Sciences (MaKS) houses both the Department of Information Policy & Governance the Department of Cognitive Sciences.

The Department of Cognitive Science focuses on a number of key areas which include human memory, philosophy of mind, decision making, use of language, and visual cognition. Additionally, links to other departments across the University, as well as several international collaborative projects focussing on citizens' attitudes and perceptions, allow exploring the nature of knowledge structures from a wide range of other perspectives and help enhancing the interdisciplinary nature of Cognitive Science.

The Department of Information Policy and Governance (IPG) originally focussed on legal implications and applications of information technology but has since widened its interests to include most facets of the flow of information within society and the resultant impact on security and the distribution of power in society together with Internet Governance and evidence-based, information-related policy making within developed states as well as in emerging economies and indigenous societies.
